The Forest of Dean District Council publishes a document entitled:

 "Scheme of Delegation from the Development Control and Licensing Committee to the Director of Planning & Leisure Services in respect of  the Town and Country Planning Acts and related legislation"

If you wish to have the application considered at a meeting of the Committee (which, in the case of the Forest of Dean District Council, you are entitled to attend but not participate in), it is important to note that the Director will only refer applications that do not automatically qualify if: "an objection which has been received ........ raises a matter which in his opinion affects planning policies in the Development Plan or another material consideration."
