These extracts are from the Forest of Dean District Local Plan, December 1996 Part 1: District wide policies and proposals. Note that they are soon to be updated by the plan currently under review. Proposed new policies may be found on the District Council website www.fdean.gov.uk  (R) FBE.1 revised deposit is abstracted below.

Design Guidance - New Development

FBE.2  Proposals for new development will be required to:

a) Retain any special features of the development site which appear to be worthy of conservation.

b) Be of a design and layout compatible with their surroundings in terms of bulk and mass, character, scale, architectural detail, materials and landscaping.

c) Safeguard the amenities of adjoining properties and the locality in general.

d) Provide adequate access, parking, manoeuvring and amenity space.

e) Ensure that prominent boundary walls and fences complement the existing character of the area.

Design Guidance - Alterations and Extensions

FBE.3 The alteration and extension of existing buildings will be permitted where the proposal:

a) Respects the scale, style and character of the original building.

b) Uses matching or complementary materials.

c) Safeguards the amenities of adjoining properties and the locality in general.

d) Provide adequate access, parking, manoeuvring and amenity space.

e) Safeguards important boundary details and ensures that new boundary walls and fences complement the existing character of the area.

Access and Parking

FT.4 Proposals for development will be required to:

(a) Provide road access of an appropriate standard to a highway in a location where it does not adversely affect the function of the route from which it is gained.

(b) Demonstrate that the proposal does not have a detrimental effect on the highway network in respect of traffic and road safety.

(c) Take account of the needs of pedestrians and cyclists.

(d) Make adequate provision (where necessary) for public transport.

(e) Make adequate provision for off-street parking and servicing space in relation to the proposed use, taking into account any potential it may have for access by means other than by the private car. Within Cinderford, Coleford, Lydney and Newent Town Centres (and exceptionally in villages) commuted payments for car parking may be an acceptable alternative.

(f) Make adequate provision for disabled access.

 

 

The Revised Deposit Version of the Local Plan replaces FBE.2 / 3 with (R)FBE.1 as follows:

The design and layout of new development whilst making the best use of available land, will be required to be compatible with its surroundings with respect to the character, building design, materials, scale, density and mass of existing development and the character of the surrounding landscape and land uses. Proposals should:

1.    Safeguard the amenities of adjoining properties and of the general location

2.     Provide adequate access, parking, manoeuvring and amenity space

3.     Provide convenient, safe and attractive access for pedestrians and cyclists, and where appropriate for public transport.

4.    Provide or safeguard boundary walls, fences and hedges which complement the existing character of the area

5.    Retain any features of the development site which appear worthy of conservation

6.    Minimise the impact of lighting upon the surrounding area.

Where development proposes the alteration or extension of existing buildings the proposal should, in addition to the above respect the scale, style, character and finishes of the original building using where appropriate matching and/or complementary materials.
