On first reading, (b)  (design and layout compatible with their surroundings) offered some hope that an application for an unsuitably high density development within a low density area would not be considered favorably. This was not the case. In fact, a previous application (DF11190) for a substantial two storey dwelling, described by an estate agent as "A large and imposing 4 bedroomed executive style house", next to a small bungalow was granted. The garage of this dwelling occupies more that half the area of the adjacent bungalow! 

The new dwelling on the right dominates the bungalow to the left. The roofline of the single storey double garage (left of the new dwelling, partly behind the bungalow) is higher than that of the bungalow. The new dwelling occupies a greater area within a smaller plot, as shown below (the new dwelling highlighted in red):
