If a similar application in the area has
been refused, particularly if it was subsequently refused on appeal,
this may be a useful precedent. The Planning Officer should be aware
of such applications but it does no harm to restate the application
and reason for refusal.
I have seen the reverse of this trick used by a developer. The submission 'respectfully' reminded the Planning Officer that a similar application which had been refused by the Council was subsequently allowed on appeal.
